Governance is what makes a book scalable

Technical committee, limits, audit: why carriers renew the programs that have process — and why good governance shows up directly in the margin.

Governance sounds like administrative overhead until the first difficult renewal. That is when it becomes clear what the carrier is actually assessing: not one year’s result, but the probability that the result repeats.

Four layers that matter

  • Written appetite — what the program accepts and refuses, documented before the first quote rather than after the first large loss.
  • Limits and authorities — who can approve what, on what evidence. A senior underwriter should not need a committee for a standard risk, nor be able to decide alone outside the envelope.
  • Short-cycle price review — loss experience compared against assumption on a fixed cadence, with a clear trigger for correction.
  • Audit and trail — every non-standard decision recorded with its rationale. That is what the carrier audits.

Why this becomes margin

A loosely governed book grows fast and deteriorates slowly, which is the worst of both worlds: the problem only surfaces once it is large. With process, the deviation surfaces early, in a month when correcting it is still cheap — adjusting price, limit or appetite before the loss ratio contaminates the year.

Carriers do not renew the program that had a good year. They renew the one that can explain why.

Governance is what lets you scale

As long as a program depends on one person’s judgement, it does not scale: every new line, new underwriter and new channel multiplies the risk of inconsistency. With documented appetite, clear authorities and review on a cadence, the program can hire, open a line and add a channel without underwriting quality depending on who happened to pick up the submission.

At Tegia this layer is central, not optional: one technical committee, the same authorities, the same audit for every MGA. It is what lets a brand-new program go live with the credibility of a mature one.

It is also the first thing a carrier checks before granting capacity — the full checklist is in what carriers check before granting capacity.
